Hamas Solidifies Gaza Clan Control Despite Nominal Government Resignation

Hamas is systematically strengthening its grip on the Gaza Strip by embedding loyalists within clan councils, municipal leadership, and neighborhood committees. To ensure cooperation from local leaders and mukhtars, the organization provides incentives such as humanitarian aid, privileges, and assistance in resolving family disputes. This effort extends to displaced persons' tent villages and refugee camps, where committee members provide services that serve as a cover for monitoring the population.

These actions follow a recent announcement that the Hamas government would resign to allow a technocratic committee to administer the territory. While the organization claims this move aligns with its refusal to participate in the arrangements for the day after the war, a senior Palestinian official stated that Hamas has not ended its rule but has instead appointed a new temporary governing body to oversee the region.

Government officials in Israel dismissed the resignation as a tactical maneuver. They characterized the move as a symbolic stalling tactic designed to create a false impression for the United States and ensure Hamas is not viewed as the party violating ceasefire agreements, noting that ministry employees remain in place and the group continues to rule behind the scenes.
