The organizations Peace Now and Kerem Navot released a joint report titled 'Annus Mirabilis: Actions by the Israeli Government to Annex the West Bank, 2023–2025,' which concludes that the Israeli government is pursuing the de facto annexation of the West Bank at an unprecedented pace. The report asserts that the government implemented a systematic policy between 2023 and 2025 to deepen control through structural governance changes, the transfer of civilian powers, and aggressive settlement expansion.

Key findings from the report include the establishment of 185 new outposts, the advancement of 40,064 housing units, and the construction of 223 kilometers of new roads. Additionally, the report documents the expulsion of 118 Palestinian shepherding communities.

Peace Now and Kerem Navot warn that these administrative, budgetary, and planning decisions fundamentally transform the control system in the West Bank. The organizations state that these measures could severely undermine the possibility of reaching any future political agreement.
