North Yorkshire Council Backs Stell Solar Farm Road Plans
North Yorkshire Council withdrew its objection to revised highways proposals for the 30MW Stell Solar Farm despite opposition from a local campaign group.
The North Yorkshire Council highways authority has withdrawn its objection to revised highways proposals for the 30MW Stell Solar Farm at Lord's Moor Farm, subject to specific conditions. The plans, submitted by Enviromena Project Management UK Ltd, aim to manage up to 850 heavy goods vehicle movements over a 36-week construction period.
To accommodate the traffic, the developer proposes 11 temporary passing places on narrow country roads, including Lord's Lane, Westfield Lane, and the B6285. The developer and its consultants, Motion, maintain that these measures will improve visibility and safety for all road users.
The Stop Stell Solar Farm Action Group disputes these safety claims. The group's consultant, Bruce Bamber, argues that the developer failed to conduct surveys of non-motorised users, such as walkers, cyclists, and horse riders. Bamber stated that without such data, it is impossible to reliably assess the impact of construction traffic on vulnerable highway users for whom passing places offer little protection.
