Academics Urge UK to Overhaul Carer's Allowance System

University researchers are calling for a new social contract to replace the United Kingdom's carer's allowance system, citing systemic failures and outdated payment structures.

Academics from the University of Birmingham and University of Sheffield are calling for a new social contract to replace the current carer's allowance system in the United Kingdom. They argue that the Department for Work and Pensions has overseen systemic failures and a flawed design that causes financial and emotional harm to unpaid carers.

Critics state the current allowance of £86.45 per week is based on outdated gender roles and fails to provide a decent standard of living. While the government has moved to abolish the cliff edge payment rule, the researchers criticize the slow implementation timeline, which extends to 2030-31. They further highlight a low rate of case reassessments, which currently stands at under 2%.

The authors suggest the Government of the United Kingdom adopt a reform process similar to that of the Government of Scotland to better recognize the vital role of unpaid carers and redefine the purpose of social security support.
