DRC Government and M23 Agree to Release Prisoners

The Government of the Democratic Republic of Congo and the M23 rebels, acting as part of the Congo River Alliance, reached an agreement to protect civilians and ease the delivery of humanitarian aid. The deal followed five days of negotiations held from April 13 to 17, 2026, in Montreux, Switzerland, with mediation provided by Qatar, the United States, Togo, Switzerland, and the African Union Commission.

Both parties committed to refraining from attacking civilian populations and essential infrastructure, such as hospitals and schools. As part of the agreement, the sides pledged the release of prisoners within 10 days, specifically 311 detainees held by the M23/Congo River Alliance and 166 held by the Congolese government. The government further agreed to simplify the registration process for humanitarian organizations operating in conflict zones.

To ensure compliance, the parties signed a memorandum of understanding with the International Conference on the Great Lakes Region to activate the Enhanced Joint Verification Mechanism Plus. This ceasefire monitoring mechanism, supported by MONUSCO, is expected to begin on-the-ground surveillance within a week. These talks follow a failed December peace deal and the 2025 capture of Goma, Bukavu, and Uvira by M23 forces. Discussions regarding the reopening of Goma Airport remain ongoing.
