Luca Niculescu Negotiates Coalition to End Romania Government Crisis

Prime Minister-designate Luca Niculescu is negotiating with parliamentary parties to form a new government and secure an investiture vote by Thursday.

Prime Minister-designate Luca Niculescu is conducting final consultations with parliamentary parties to resolve a political deadlock that has left Romania without a fully empowered government for approximately 150 days. Designated by President Nicusor Dan following the May dismissal of the Bolojan government, Niculescu aims to submit a government program and cabinet list to Parliament by Thursday, October 15.

Niculescu has explored three potential structures: a technocratic, hybrid, or purely political government, though he expressed a preference for a political executive to ensure greater accountability. His priorities include fiscal consolidation, national security, and urgent budget adjustments to maintain international commitments and protect purchasing power ahead of winter.

Negotiations have been complicated by deep divisions between the Social Democratic Party (PSD) and the National Liberal Party (PNL). PSD President Sorin Grindeanu criticized the presidency's nomination process as political experiments and demanded a decoupling from previous PNL-USR policies. While the PSD seeks a committed majority, PNL President Ilie Bolojan explicitly stated the PNL will not participate in any government alongside the PSD. Despite this, both the PNL and the Democratic Alliance of Hungarians in Romania (UDMR) indicated they may vote for the government's investiture from the opposition.

Support for Niculescu has grown among smaller factions, with the Parliamentary Group of National Minorities pledging full support to improve living standards. Niculescu urged parties on October 12 to accelerate negotiations and reach a committed political agreement to finalize the process.
