Indonesia Issues First Panda Bonds to Raise $1 Billion

The Government of Indonesia is issuing its inaugural yuan-denominated panda bonds to diversify funding sources and reduce reliance on the US dollar.

The Government of Indonesia is issuing its inaugural yuan-denominated panda bonds on July 23, 2026, targeting a raise of approximately 7 billion yuan, or $1 billion. The issuance is split into a 5 billion yuan 3-year tranche and a 2 billion yuan 5-year tranche, with settlement scheduled for July 30.

Finance Minister Purbaya Yudhi Sadewa stated the move aims to diversify external financing and reduce reliance on the US dollar to stabilize the rupiah exchange rate. To manage the entry into this new market, the government has capped the initial issuance at $1 billion, though future scales may increase based on investor demand. The bonds received an AAA/Stable rating from China's Lianhe Rating Co Ltd, reflecting Indonesia's economic growth and debt-servicing capacity.

Bank of China serves as the lead underwriter and bookrunner, supported by a consortium including CICC, CITIC Securities, DBS Bank China, and ICBC. This strategy integrates with a Local Currency Transaction scheme between Bank Indonesia and the People’s Bank of China, allowing bilateral transactions to be settled directly in yuan and rupiah. The move follows a broader 2026 trend of foreign sovereigns, including Brazil and Pakistan, seeking cheaper funding costs through the internationalization of the Chinese yuan.
