Federal Reserve Governor Warns Banks of AI Security Risks

Michelle Bowman, a governor of the Federal Reserve, warned that artificial intelligence serves as both a defensive tool and a significant threat to bank security. Speaking at the Community Bank Cyber Workshop on September 29, 2026, Bowman explained that AI allows threat actors to accelerate the identification of vulnerabilities, create sophisticated social engineering campaigns, and adapt attacks in real time.

To mitigate these risks, Bowman urged banks to maintain strict cyber hygiene, specifically highlighting the need for strong patch management and phishing-resistant multifactor authentication. She acknowledged that preparing for these evolving threats is burdensome for community lenders.

In response to these challenges, the Federal Reserve is tailoring its IT examination approach to better account for emerging threats and the specific risk profiles of smaller institutions. Bowman called on small banks to provide feedback to help the central bank clarify its regulatory expectations.
