King Sultan Ibrahim Orders Probe Into Tabung Haji Governance

The Dewan Rakyat convened a special sitting on August 11 to debate a 211-page Royal Commission of Inquiry (RCI) report detailing governance failures and political interference at Lembaga Tabung Haji between 2014 and 2020. The report, released July 29, revealed that the institution used creative accounting to mask financial instability; it found that Tabung Haji would have recorded a net loss of RM1.4 billion in 2017 rather than the reported RM3.4 billion profit if standard financial reporting had been applied.

Following the parliamentary debate, King Sultan Ibrahim decreed a comprehensive and transparent investigation into the findings to safeguard Muslim confidence in Islamic financial institutions. The King's instructions were announced by Dr Zulkifli Hasan, the Minister in the Prime Minister's Department for Religious Affairs, who also provided a ministerial briefing during the session. Finance Minister II Datuk Seri Amir Hamzah Azizan participated in the winding-up session of the debate.

Enforcement actions are already underway, with the Malaysian Anti-Corruption Commission and the Royal Malaysia Police initiating follow-up investigations. Several individuals have been arrested for alleged misconduct, including criminal breach of trust and abuse of power involving funds belonging to haj pilgrims. To prevent future failures, the RCI proposed 25 reforms, 75 percent of which were implemented by July 30.
