Hamas Agrees to Transfer Gaza Administration in Cairo Talks

Hamas reaffirmed its readiness to transfer Gaza administration and weapons to a technocratic committee during ceasefire talks in Cairo as Mahmoud Abbas scheduled legislative elections.

A Hamas delegation met with Egyptian officials in Cairo on July 9 and 11, 2026, to coordinate the second phase of a Gaza ceasefire agreement. During these talks, Hamas reaffirmed its readiness to transfer the administration of the Gaza Strip to the National Committee for the Administration of Gaza, a 15-member technocratic body. The organization also agreed to place its weapons under the committee's custody to facilitate a full Israeli military withdrawal and the start of reconstruction.

These developments follow a Monday announcement by Hamas to dissolve the Government Emergency Committee in Gaza. As part of a U.S.-led peace plan, the Board of Peace proposed establishing a pilot buffer zone in Rafah to house tens of thousands of residents following security screenings by the national committee.

Despite the diplomatic progress, Israeli drone strikes killed six people in Gaza on July 11, including a bodyguard for Hamas spokesman Hazem Qassem. In a parallel political move, Palestinian President Mahmoud Abbas issued a decree setting legislative elections for November 28, marking the first such elections in two decades.
