South Africa Defers Paris Club Membership to Prioritize Borrower Coalition

South Africa will remain an ad-hoc participant in the Paris Club to focus on the UN-backed Global Borrowers Platform and international financial reform.

The National Treasury of South Africa has deferred its bid for full membership in the Paris Club, a group primarily composed of wealthy-nation creditors. The government informed the group in June that it will maintain its status as an ad-hoc participant rather than pursuing full membership.

This strategic shift allows South Africa to prioritize its involvement in the Global Borrowers’ Platform, a UN-backed coalition of borrower nations launched in April to amplify the collective voice of debtor countries. The National Treasury stated that the decision is guided by the need for urgent reform of the international financial architecture to better support developing nations facing debt distress.

Despite this change in status, South Africa remains committed to engaging with the Paris Club and participating in international debt discussions. This includes continued involvement in the G20 Common Framework, where the country previously served as vice-chair of the Official Creditor Committee for Zambia.
