Fabian Society Warns UK Apprenticeship Scheme Risks Failure

The Fabian Society warned the UK government that its flagship foundation apprenticeship scheme is risking failure after enrolling only 160 young people between August 2025 and April 2026. This figure falls significantly short of the government target of 30,000 starts by the end of the current parliament.

A report from the thinktank describes a fragmented system where employers lack knowledge of technical qualifications compared to traditional academic routes. To resolve these issues, the Fabian Society recommended a redesign of foundation apprenticeships to subsidize wage costs and the creation of a regional apprenticeship fund costing 311 million pounds per year.

The Department for Work and Pensions defended the government's strategy, citing a 2.5 billion pound investment in youth employment and new incentives for small and medium-sized enterprises. The government is currently awaiting a review on youth worklessness led by Alan Milburn, with findings expected before next month's budget.
