Doug McCallum Reclaims Surrey Mayoralty in Decisive Victory

Doug McCallum defeated incumbent Brenda Locke to return as mayor of Surrey, securing a dominant majority on the city council.

Former mayor Doug McCallum reclaimed the mayor's office in Surrey on October 17, 2026, defeating incumbent Brenda Locke. Preliminary results show McCallum securing 31.78 percent of the vote with 42,241 ballots, while Locke received 23.14 percent with 30,750 votes. This margin represents a significant shift from their 2022 rematch, where Locke unseated McCallum by only 973 votes.

Locke conceded the race before polls closed, stating that the voters had spoken. Other candidates, including Mike Starchuk and Linda Annis, trailed significantly with 12.8 percent and 12.5 percent of the vote, respectively.

McCallum's Safe Surrey Coalition dominated the city council race, winning seven of the eight available seats. Harry Bains of the Surrey Connect slate was the only non-coalition member elected to council, topping the polls. In the school board election, the Surrey First Education slate won five of the six seats, with Michelle Ceniza of the Surrey Now slate taking the final spot.

Upon his victory, McCallum pledged to transform Surrey into a global city by addressing affordability, safety, and infrastructure. His immediate plans include freezing property tax increases for his term, purchasing a police helicopter within 90 days, and appointing Mandeep Nagra as deputy mayor.
