Wes Moore and Barack Obama Campaign for Maryland Question 3

Governor Wes Moore and former President Barack Obama are urging Maryland voters to approve a constitutional amendment regarding congressional redistricting before the November 3 vote.

Governor Wes Moore and former President Barack Obama are campaigning for the approval of Question 3, a proposed constitutional amendment that would grant Maryland lawmakers broader authority to draw congressional district boundaries. The measure clarifies that certain redistricting requirements apply only to state legislative districts and allows the General Assembly to send map challenges directly to the Maryland Supreme Court.

Supporters argue the amendment is a necessary countermeasure to mid-decade redistricting efforts by Republican-led states and a strategy to prevent Donald Trump from writing the rules of national redistricting reform. Moore and Democratic leaders held a rally in Bowie on October 26 to mobilize voters, while Obama released a television advertisement urging a yes vote.

Opponents, including the Maryland Republican Party and candidate Dan Cox, characterize the measure as a partisan power grab. They claim the amendment is designed to eliminate the state's sole Republican House seat by targeting the Eastern Shore. The campaign has also seen legal friction, as Moore's legal team issued a cease-and-desist letter to the group Truth for Maryland over an advertisement that allegedly used the governor's branding to confuse voters.

Despite Moore's confidence, a University of Maryland, Baltimore County poll indicates majority opposition, with only 25% of respondents favoring the measure. Maryland voters will decide on the amendment on November 3, with any approved changes taking effect for elections starting in 2028.
