Rail Regulator Rejects Direct London Services to Wrexham and Rochdale

The Office of Rail and Road rejected proposals to introduce direct train services from London to Wrexham and Rochdale, citing significant capacity pressure on the west coast mainline. The regulator determined that adding these services would compromise network reliability and reduce the ability to recover from disruptions.
The rejected Wrexham proposal was submitted by the Wrexham, Shropshire & Midlands Railway Company, while Lumo put forward the proposal for the Rochdale route. The regulator noted that capacity and performance on the southern section of the mainline have not materially changed since similar applications were denied in 2025.
Additionally, the regulator vetoed a request from Avanti for more London-Blackpool services, though it approved one extra evening service from London to Chester. The decision emphasizes the limited resilience of a heavily used part of the rail network, where adding more trains would increase the risk of delays spreading to other passengers.
