Azerbaijan Launches Unified Digital Public Finance Ecosystem

Azerbaijan is implementing a unified digital ecosystem to automate state budget forecasting, integrate government agencies, and support local IT startups through AI and data-driven decision-making.

The Government of Azerbaijan is implementing a comprehensive digital transformation strategy to establish a unified ecosystem for public finance and government operations. Finance Minister Sahil Babayev announced that the state aims to prepare approximately 60% of its budget through electronic forecasting in the coming years. This initiative includes a Digital Public Finance Information System and a unified electronic accounting component, with plans to register over 2 million inventory items by the end of 2026.

To support this transition, the Ministry of Finance is integrating electronic contract signing and treasury operations into a single framework. Nurlan Soltanov reported that the electronic contract system has already reduced some processing times to 10 hours and is currently being integrated with agencies such as the State Tax Service. The government intends to expand these systems to all public sector organizations next year, aiming for a complete register of public funds and state assets within three years.

Parallel to financial reforms, the Innovation and Digital Development Agency is prioritizing the adoption of artificial intelligence and the creation of national AI models for government use. Deputy Chairman Shahin Aliyev stated that the broader goal is to automate internal processes and expand data integration for the private sector to attract foreign investment and boost the export potential of the domestic IT market. The overall digitalization effort is coordinated by a council chaired by First Vice President Mehriban Aliyeva.
