Filipino Mariners Killed in Black Sea; Sailor Attacked by China

The Philippines is facing simultaneous maritime crises in the Black Sea and the South China Sea. In the northern Black Sea, two Filipino seafarers were killed and 12 others injured following drone attacks on commercial vessels, including incidents on July 6 and July 19. Hans Leo Cacdac, Secretary of the Department of Migrant Workers, reported that nine ships carrying 139 Filipino crew members have been attacked while transiting the region or docking in southern Ukraine. One crew member remains missing. The Philippine government and the International Bargaining Forum currently classify the northern Black Sea as a war-like operations area due to the Russia-Ukraine conflict.

Separately, on July 20, a member of the China Coast Guard struck a Philippine Navy sailor on the head with a wooden baton during a confrontation near Ayungin Shoal. The violence erupted after a Chinese inflatable boat approached the BRP Sierra Madre outpost to take photographs and videos. Two Philippine rubber boats attempted to drive the vessel away, resulting in the sailor's injury and damage to one boat.

Philippine officials, including the National Security Council and the Department of National Defense, condemned the assault as part of a pattern of hostile behavior. The clash occurred while Chinese Foreign Minister Wang Yi was in Manila for a regional summit. China has previously denied allegations of aggression and accused the Philippines of trespassing in the area.
