European governments are responding to a surge in suspected Russian hybrid warfare targeting defense facilities and transport hubs. Recent incidents include the discovery of an explosives-laden drone near a Ukrainian cargo plane at Leipzig airport in Germany and suspected sabotage in Poland, including arson and attempts to blow up moving trains.

Investigators report that Russian intelligence services have shifted tactics to recruit European citizens remotely via Telegram, using cryptocurrency payments to maintain deniability. In response, the Federal Government of Germany closed a Russian consulate and a cultural center. Simultaneously, Norway seized a Russian vessel in Svalbard at the request of Ukraine, and Danish authorities issued warnings regarding the recruitment of citizens to target defense companies.

Radosław Sikorski, the Foreign Minister of Poland, has urged allies to move beyond diplomatic gestures like closing consulates. He argues that current responses are insufficient to deter Moscow and that allies must convince Vladimir Putin that such actions are not for free.
