Orange County Approves E-Bike and E-Scooter Safety Ordinance

The Orange County Board of County Commissioners approved a new ordinance on Tuesday to regulate the use of e-bikes and e-scooters. The rules establish speed limits of 10 mph on sidewalks and shared-use paths, and 20 mph on roadways, bike lanes, and trails. The ordinance specifically prohibits stunt driving, reckless operation, and street takeovers.

Under the new rules, operators of electric motorcycles must possess a valid driver's license with a motorcycle endorsement and ensure the vehicle is registered. Violators face civil citations, fines, and the potential impoundment of their devices.

This local measure follows a statewide effort that failed when Governor Ron DeSantis vetoed SB 382. That bill would have implemented similar speed limits and established a Micromobility Device Safety Task Force. DeSantis opposed the legislation, arguing that the bill would likely lead to enhanced surveillance by local governments against citizens and that substantive changes were being implemented before the task force could make recommendations.
