Russia and China are utilizing artificial intelligence to conduct sophisticated influence operations designed to manipulate public opinion and political stability in the United States and other strategic regions. These efforts involve the use of large language models and automated content generation to spread state propaganda.
Russia employs the Portal Kombat network, which operates hundreds of websites to feed disinformation into AI models such as ChatGPT, Grok, and Gemini. Simultaneously, the Main Organizational-Mobilizational Directorate of the General Staff of the Russian Armed Forces, known as the GRU, utilizes a propaganda house called CopyCop to generate fake local news sites that advance Moscow's geopolitical goals.
China has deployed the company GoLaxy to create psychological profiles and personalized content to influence elections in Hong Kong and Taiwan. The Chinese government also utilizes the Qwen AI model to promote the Communist Party line regarding Uyghur internment camps. OpenAI recently identified a Chinese campaign that used ChatGPT to create covert propaganda about data center construction in an attempt to hinder American AI ambitions.
