Frozen Income Threshold to Strip 100,000 Pensioners of Winter Fuel Payments
Former pensions minister Steve Webb warns that a frozen £35,000 income threshold will cause 100,000 pensioners to lose Winter Fuel Payments next year.
More than 100,000 pensioners in the United Kingdom are expected to lose their Winter Fuel Payments next year. Steve Webb, a former pensions minister and partner at LCP, reports that a frozen £35,000 income threshold will disqualify recipients as inflation-linked increases in state and private pensions take effect in April 2026.
Webb indicates that the combination of the triple lock and other inflation-linked adjustments will push nominal incomes above the static cut-off point. He warns that this policy will bite progressively harder over time, potentially resulting in up to 500,000 pensioners losing the payment over the next four years.
Webb describes the experience for affected retirees as a financial rollercoaster. Many individuals lost the payment in 2024 during the introduction of means-testing, regained it in 2025, and now face losing it again in 2026. He argues that increases designed simply to maintain a standard of living should not be treated as making pensioners better off or less deserving of the support.
