Vietnam Sets 65% State Ownership Floor for Major Banks
The Government of Vietnam approved a 2026-2030 restructuring plan to maintain state control over strategic banks and enterprises through specific ownership thresholds.
The Government of Vietnam approved a restructuring plan for state capital in major enterprises and banks covering the 2026-2030 period. The plan establishes a minimum state ownership floor of 65% by 2030 for major lenders, including Vietcombank, the Bank for Investment and Development of Vietnam (BIDV), and VietinBank, to ensure state control of strategic groups.
While BIDV and Vietcombank currently exceed this threshold, VietinBank's holding stands at 64.46%. The Vietnam Bank for Agriculture and Rural Development (Agribank) will remain 100% state-owned through 2030, as will other strategic entities such as PetroVietnam, Vietnam Electricity, and the Vietnam Expressway Corporation.
The plan covers 21 state-owned and state-backed enterprises and includes specific adjustments to other holdings. The state intends to increase its direct stake in Vietnam Airlines to 86.42% from 39.29%, while reducing its holding in the Vietnam Rubber Group to 75% from 96.77%. The government has not yet specified the mechanisms it will use to achieve these ownership levels.
