Beijing justified the sanctions by citing Teodoro's erroneous and irresponsible remarks concerning China's maritime claims, specifically referencing his criticisms during the Shangri-La Dialogue in Singapore. Chinese spokespersons Lin Jian and Mao Ning accused Teodoro of being a hostile actor who engaged in political theatrics for personal gain, claiming his behavior escalated disputes between the two nations.

Teodoro remained defiant, characterizing the sanctions as a response to those who speak the truth against Chinese deception. He previously described China's maritime claims as the biggest fiction and lie and attributed the regional instability to the abusive ways of President Xi Jinping. The Philippine Department of Foreign Affairs condemned the move as an unfriendly act that complicates bilateral relations and hinders mutual trust, while the Armed Forces of the Philippines dismissed the sanctions as ungrounded political intimidation.

The diplomatic clash occurs as Teodoro works to strengthen Philippine defense ties with the United States and establish visiting forces agreements with Japan, France, Canada, and New Zealand to deter Chinese assertiveness in the South China Sea.
