Russia Spends 8.6 Billion Rubles on Western Drug Imports

The Federal Government of Russia continues to rely on Western pharmaceutical imports for 56% of its medicine spending despite efforts to increase domestic production.

The Federal Government of Russia remains heavily dependent on Western pharmaceutical companies for vital medicines, spending nearly 700 billion rubles ($8.6 billion) on drugs in the first eight months of 2026. Data provided by the research group Dar es Salaam indicates that imports accounted for approximately 56% of this expenditure.

This level of reliance shows little change since 2022, when the import share was 57%. The Russian state budget remains strained by these costs because domestic manufacturers cannot replicate the sophisticated medicines that are currently exempt from sanctions. Efforts to reduce dependence on foreign drugmakers have failed to significantly lower the import percentage over the last four years.
