Ukraine Drone Strikes Cripple Russian Energy Infrastructure
Ukrainian forces launched a sustained drone campaign against Russian oil refineries and petrochemical complexes to deplete funding for the Russian military.
The Cabinet of Ministers of Ukraine directed a sustained campaign of drone strikes against Russian energy infrastructure between April and October 2026. The operation targeted oil refineries, petrochemical complexes, and fuel depots to deprive the Russian military of essential funding.
Strikes hit numerous sites across Volgograd, Moscow, Yaroslavl, and the Rostov region. On October 2, crude oil processing halted completely at the Volgograd refinery. Operations were also suspended at the Novoshakhtinsk, Moscow, and NORSI refineries, while the Saratov and Syzran refineries operated by Rosneftegaz were targeted and forced to stop operations.
Beyond refineries, the campaign damaged the Ust-Luga gas condensate complex and the Sibur Zapsibneftekhim petrochemical complex. The attacks caused widespread fires and damaged primary distillation and technological units. Some facilities, including the Orsknefteorgsintez refinery, face repairs that could take up to six months. In August, military strikes also hit the TANECO oil refinery.
