TotalEnergies Urges Nigeria to Convert Energy Reforms Into Projects
Matthieu Bouyer called on Nigeria to transform oil and gas policy reforms into bankable projects to attract global capital and increase production.
Matthieu Bouyer, Country Chair and Managing Director of TotalEnergies EP Nigeria Limited, urged the Nigerian government to convert its oil and gas reforms into concrete, bankable projects to attract global capital. Speaking at the 5th PENGASSAN Energy and Labour Summit in Abuja, Bouyer stated that while the Petroleum Industry Act and other reforms provide a foundation, the primary challenge is the execution of these policies into operational projects.
Bouyer cited the 2024 Final Investment Decision on the Ubeta gas development with NNPC Limited as a successful model of partnership and policy alignment. He emphasized that increased exploration is necessary to prevent resource decline and called for the development of commercial frameworks to monetize gas for power and exports. He also noted that TotalEnergies eliminated routine flaring across its operated assets by the end of 2023.
Festus Osifo, President of PENGASSAN, supported these calls for action. Osifo warned that investment in the sector remains threatened by regulatory uncertainty and overlapping government mandates.
