European Commission Charges TikTok Over Harmful Algorithm Rabbit Holes

The European Commission charged TikTok with breaching the Digital Services Act for using a recommendation algorithm that creates harmful content rabbit holes for users.

The European Commission charged TikTok on Friday with breaching the Digital Services Act, alleging that the platform's recommendation algorithm creates a rabbit hole effect. Regulators found that the system repeatedly targets users with similar content on sensitive topics, including mental health struggles, isolation, and body image, which can detrimentally impact user well-being.

EU tech chief Henna Virkkunen stated that preliminary findings show TikTok needs to increase its efforts to protect users, particularly minors. She noted that the algorithm serves more of the same content as users scroll or like videos, leading them down rabbit holes they cannot easily escape.

As a result of these findings, TikTok's parent company, ByteDance, faces a potential fine of up to 6% of its global annual turnover next year. The European Union is demanding redesigns to the For You feed to prioritize explicit user preferences and improved controls. This action is part of a wider investigation into addictive designs and child protection, with similar effects currently being investigated at Meta Platforms.
