UN Agencies Warn Sudan Shelter Stocks Are Completely Empty

The UNHCR and IOM warn that funding shortages have exhausted emergency shelter supplies for millions of displaced people in Sudan.

The International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR) warned on November 6 and 7, 2026, that millions of people in Sudan risk losing access to emergency shelter. Severe funding shortages have left agency warehouses completely empty, leaving officials able to prioritize only 10 percent of the 15.4 million people who urgently require shelter and household items. To date, assistance has reached only 936,000 people.

Sudan's 2026 Humanitarian Needs and Response Plan requires $2.9 billion to assist 20.4 million people, but only 47 percent of those funds have been received. The crisis is driven by the ongoing conflict between the Sudanese army and the Rapid Support Forces, which has created the world's largest displacement crisis. Approximately 8.6 million people are internally displaced, while 4.6 million have fled the country.

Environmental factors have further strained the region, as below-average rainfall linked to El Niño devastated harvests in Darfur and Kordofan, maintaining high food prices. UN officials warn that without flexible funding, millions of displaced women and children will face winter without protection from harsh weather, violence, and exploitation.
