ICE Uses Private Contractors to Monitor Social Media Critics

The United States Immigration and Customs Enforcement has launched a comprehensive digital surveillance program to monitor social media and public records for threats against its agents and operations. Coordinated by the ICE Office of Professional Responsibility and the HSI Office of Intelligence, the initiative employs private contractors Amivero and Guidehouse to create dossiers on critics and identify anonymous users.

To facilitate this unmasking process, the Department of Homeland Security issued hundreds of subpoenas to social media companies including Reddit. DHS officials defend the program as a necessary measure to protect staff from a surge in death threats and organized doxxing. However, civil-rights attorneys claim the agency is utilizing intimidation tactics to target protected First Amendment speech.

Financial records show that spending on these surveillance technologies increased by 57% during Donald Trump's first full year back in office, totaling $258 million. Reddit has objected to the government requests, with leadership citing the protection of users' privacy and constitutional rights.
