Analysts at Morgan Stanley, led by Ariana Salvatore, have identified AI sovereignty as one of the fastest-growing themes in the current market. In a note issued August 19, the bank explained that governments are increasingly prioritizing domestic AI capacity to safeguard national security and maintain economic competitiveness.
The bank describes AI as becoming strategic infrastructure, which is pushing nations to implement tighter technology controls over data, energy, supply chains, and compute. This shift toward sovereignty leads governments to favor trusted partners and domestic capabilities over globalized dependencies.
This trend necessitates significant new investments in localized cloud infrastructure, regional data centers, and power generation. Based on these developments, Morgan Stanley highlighted several stocks with at least 20% upside potential, including SpaceX, Amkor Technology, ACM Research, Alibaba Group Holding, and KLA.
