China Exports AI Surveillance Packages to Global Governments

The Government of China has established itself as a leading exporter of comprehensive surveillance technology packages, providing foreign governments with integrated architectures to track populations. These systems combine AI-powered cameras, facial recognition, and smart-city platforms to create centralized urban surveillance networks.

In Turkey, this technology is deployed through commercial infrastructure, specifically via Huawei's Safe City initiatives and a research and development center in Istanbul. These deployments integrate 5G, cloud computing, and big-data analytics to monitor urban environments. Other Chinese firms, including Hikvision and Dahua Technology, contribute to this global expansion as leaders in video-surveillance equipment.

The Center for Strategic and International Studies warns that middle-income countries risk becoming locked into this ecosystem because of competitive pricing and the high cost of replacing the infrastructure. This trend creates a strategic contest between a Chinese model of centralized control and Western standards that emphasize privacy and legal restrictions. Experts suggest that the adoption of these systems could facilitate the rise of digital dictatorships.
