Interior Department Imposes 10-Year Colorado River Water Cut Plan

The U.S. Department of the Interior and the Bureau of Reclamation released a final Environmental Impact Statement and a 10-year management framework on July 31, 2026, to prevent the collapse of the Colorado River system. The plan follows the failure of seven basin states to reach a voluntary conservation agreement by February 2026 and replaces operating guidelines expiring in September.

The framework implements biennial operating decisions through 2036 to manage dwindling levels at Lake Mead and Lake Powell. It mandates collective annual water cuts of up to 3 million acre-feet for the Lower Basin states of Arizona, California, and Nevada. It also sets annual releases from Lake Powell between 5 million and 12 million acre-feet. While Upper Basin states—Colorado, New Mexico, Utah, and Wyoming—avoid mandatory cuts, the plan provides $100 million in federal funding to support a voluntary reduction target of 200,000 acre-feet per year.

Responses to the federal intervention are divided. Arizona Governor Katie Hobbs condemned the measures as draconian, arguing the plan unfairly forces Arizona to bear the majority of the cuts. California Colorado River Board Chair JB Hamby acknowledged the river can no longer support current expectations, while Colorado Senator Michael Bennet expressed disappointment that the Interior Department could not facilitate a seven-state consensus. In Page, Arizona, declining reservoir levels have already reduced tourism by 30% and threatened hydroelectric infrastructure.
