Senators Chris Coons, Elizabeth Warren, Ron Wyden, and Ruben Gallego introduced legislation on September 23 to impose sanctions on individuals and entities involved in Israel's E1 settlement project in the occupied West Bank. The bill targets those who facilitate settlement construction, participate in tenders, or finance the transfer of Israeli civilians into the E1 area.
The E1 zone, situated between East Jerusalem and Maale Adumim, is considered critical because its development could isolate East Jerusalem and disrupt territorial continuity in the West Bank. The proposed legislation seeks to move beyond traditional diplomatic protests by creating tangible financial consequences for those involved in the project.
While reports indicate the E1 project may currently be on hold, the bill aims to ensure any pause becomes a permanent policy change. The legislation has at least 10 Democratic cosponsors and has been referred to the Senate Banking, Housing, and Urban Affairs Committee. Under the proposed law, the United States Department of the Treasury would be responsible for determining which foreign individuals and entities should be sanctioned.
