Governor Andy Beshear Orders Kentucky Universities to Review Sexual Assault Policies

Governor Andy Beshear called on Kentucky colleges and universities to review their sexual assault and harassment policies within 90 days to ensure proactive student protection.

Governor Andy Beshear called on Kentucky's colleges and universities to conduct a comprehensive review of their sexual assault and harassment policies within 90 days. Issued via letter and emphasized during an October 21 press conference, the request mandates that institutions examine reporting mechanisms, victim support services, prevention programs, and protections against retaliation. Beshear requested that the findings be made public and asked the Kentucky Council on Postsecondary Education to provide training to university board members on investigation and reporting procedures.

The initiative follows national debate and a September lawsuit involving a former Cornell University student who alleged she was drugged and sexually assaulted at a fraternity house in 2024. Beshear stated that the state should not wait until someone is harmed to discover a system failure, urging institutions to be proactive rather than reactive.

University responses varied. The University of Kentucky welcomed the review and highlighted its existing investments in survivor advocacy and prevention, including its VIP Center and Green Dot program. Kentucky State University convened Title IX and police staff to coordinate its response. The Kentucky Association of Sexual Assault Programs applauded the governor's call for the reviews. Institutions have until mid-January to complete the process.
