Odisha Signs MoUs With HCLTech and Sarvam AI for AI Data Centre

Chief Minister Mohan Charan Majhi signed agreements with HCLTech and Sarvam AI to establish a sovereign AI park and data center in Bhubaneswar.

Chief Minister Mohan Charan Majhi presided over the signing of two Memorandums of Understanding with HCLTech and Sarvam AI on July 24 at the Lok Seva Bhawan in Bhubaneswar. The agreements establish a framework for the creation of the Odisha Sovereign AI Park, which will house the state's first AI-optimized data center and a Global Development Centre.

The initiatives involve a planned capital outlay of approximately Rs 14,257 crore, with total investments projected to reach nearly Rs 15,000 crore over five years. Specifically, HCLTech will invest around Rs 730 crore to establish the Global Delivery Centre, a project expected to generate between 5,000 and 6,000 direct skilled jobs. The data center will utilize HCLTech's capabilities and Sarvam AI's foundation models to support applications for government and private enterprises, with a focus on services delivered in Odia and other Indian languages.

Mohan Charan Majhi stated the projects aim to transition the state's economy from mineral-centric industries toward semiconductors, pharmaceuticals, and artificial intelligence. HCLTech Chairperson Roshni Nadar Malhotra attributed the investment to Odisha's business-friendly policies and strong talent base. Beyond physical infrastructure, the partnership includes a commitment to upskill engineering graduates to develop future-ready AI talent.
