Russia Launches Drone Attacks Across Europe and Black Sea

The Federal Government of Russia has intensified a campaign of hybrid attacks across Europe and the Black Sea throughout the summer of 2026. On September 17, a Russian drone struck a Tanzanian-flagged civilian vessel traveling toward a Ukrainian port, killing the captain and injuring three crew members. The Ministry for Restoration, Infrastructure and Transport of Ukraine accused Russia of systematically targeting merchant vessels and port infrastructure to threaten international shipping.

These maritime strikes follow a series of incursions into European territory. In August, the Government of Romania deployed military divers and F-16 jets to neutralize maritime drones near a 4 billion euro gas platform in the Black Sea. Other incidents include the detection of an armed UAV at Leipzig airport by German police and the downing of an unmanned aircraft by NATO jets after it entered Lithuanian airspace from Belarus.

European officials characterize these actions, which also include sabotage, arson, and cyberattacks, as reckless efforts by the Kremlin that run parallel to the ongoing war in Ukraine. While Ukraine is seeking coordinated international action to protect civilian shipping, Russia has not commented on the recent attack in the Black Sea.
