China Uses Chip Clusters and Cheap Energy to Rival Nvidia

China is deploying massive semiconductor clusters and state-subsidized energy to offset performance gaps created by U.S. export restrictions on advanced AI chips.

The Government of China is pursuing AI self-sufficiency by leveraging massive chip clusters and low-cost energy to bypass the performance deficit between domestic semiconductors and American technology. Because individual Chinese chips cannot compete with Nvidia on a per-unit basis, the strategy focuses on scaling infrastructure to achieve comparable computational power.

Huawei is implementing this approach through high-performance systems like the CloudMatrix 384, which links 384 Ascend 910C chips to rival advanced Nvidia systems. This methodology requires substantial power consumption, which the state supports through heavy investments in nuclear and green energy, as well as the provision of government subsidies and electricity vouchers for data centers.

Despite these infrastructure efforts, China's semiconductor industry remains generations behind TSMC. Semiconductor Manufacturing International Corporation continues to struggle with the impact of export restrictions from the United States and its allies, which block the acquisition of critical tools such as extreme ultraviolet lithography machines from ASML Holding.
