CIA-Linked Venture Firm Helps German Drone Maker Enter US Market
Quantum Systems used investments from CIA-linked In-Q-Tel to secure contracts with the CIA and FBI, sparking concerns over US influence on European defense innovation.
German drone manufacturer Quantum Systems, valued at approximately $8 billion, leveraged investments and networks from In-Q-Tel to penetrate the United States market. Co-CEO Sven Kruck stated that the CIA-linked venture capital firm provided the necessary credibility to secure contracts with the Central Intelligence Agency and the Federal Bureau of Investigation, noting that the company was stronger in the US early on than with German customers.
While In-Q-Tel typically provides small financial investments, the firm offers critical connections to high-spending US defense buyers. This strategic relationship has drawn scrutiny from European lawmakers. Marie-Agnes Strack-Zimmermann, chair of the European Parliament's security and defense committee, warned that the firm's mandate to secure technology for US intelligence services could exert undue strategic influence over European defense innovation.
These developments occur as Germany seeks to reduce its military dependence on Washington following threats from President Donald Trump to abandon NATO.
