Karnataka Cabinet Approves Bill Regulating Public Property Use

The Government of Karnataka approved the Karnataka Regulation of Use of Government Premises and Public Property Bill, 2026, to establish a legal framework for how private individuals and organizations utilize public assets. The legislation covers government lands, buildings, parks, roads, and playgrounds, introducing specific guidelines for obtaining permission for meetings and events while establishing penalties for damage or misuse.

Home Minister Priyank Kharge stated the bill aims to ensure accountability and prevent unauthorized use of state property. He denied that the legislation targets any specific group, asking, "Why is everyone thinking this is to curtail or curb any particular institution, association, organisation, society, club, union, syndicate or NGO? Beats me."

The move follows ongoing tension between Kharge and the Rashtriya Swayamsevak Sangh. Since 2025, the Home Minister has opposed the organization's use of public property and demanded that it formally register to ensure constitutional compliance and financial transparency. The government will now table the bill in the legislature for discussion and passage.
