Democratic Victories Shift Texas University Governance Landscape

Governor-elect Gina Hinojosa and other Democratic victories in Texas now challenge Republican-led restrictions on diversity programs and academic freedom at public universities.

Democratic election victories in Texas have created a new political dynamic for the state's public university system. Gina Hinojosa, the Governor-elect, inherits a system recently overhauled by Republicans to ban diversity, equity, and inclusion (DEI) programs and increase governing board control over academic content.

Hinojosa has the authority to replace the higher education ombudsman and fill expiring regent terms to expand financial aid. However, she faces a Republican-controlled Senate, presided over by Lieutenant Governor-elect Vikki Goodwin, which may block attempts to repeal Senate Bill 17 and Senate Bill 37. State Senator Royce West suggested revisiting these laws, though he noted that some efforts might "throw the baby out with the bathwater."

Concurrent legal shifts include Attorney General-elect Nathan Johnson, who pledged to challenge the Trump administration over tuition policies for undocumented students. Johnson also inherits existing lawsuits from students and faculty challenging campus restrictions implemented by officials like Texas Tech Chancellor Brandon Creighton, who restricted teaching on race, gender, and sexuality. In response to the political shift, Texas Tech Board Chair Cody Campbell warned that Democratic appointments could lead to "three blue-haired weirdos on the board."
