The British energy regulator Ofgem proposed new fees and stricter regulations for AI data center developers to prevent the reservation of electricity capacity for speculative or unviable projects. This proposal comes as grid connection requests surged from 41 gigawatts in November 2024 to 125 gigawatts by June 2025, a figure nearly triple the United Kingdom's 2025 peak electricity demand of 46 gigawatts.
Under the new rules, developers must pay a refundable fee ranging from £237,500 to £712,500 per megawatt. These funds will be forfeited if a project fails to reach energization.
These measures build upon reforms previously announced by the Government of the United Kingdom in March to clear the grid connection queue. The regulator's action occurs amid a broader energy price crunch currently affecting British households.
