Missouri Voters Approve Electing Jackson County Assessor

Missouri voters approved Amendment 2 on Tuesday, modifying the state constitution to require that the Jackson County assessor be an elected official. The measure codifies a decision previously reached by Jackson County voters in 2025, making the requirement more difficult to reverse.

The Government of Missouri implemented this change following years of disputes over property tax assessments in Jackson County. Some homeowners experienced valuation increases exceeding 30%, which far surpassed the state-mandated 15% cap. These spikes triggered thousands of legal challenges and legislative hearings.

The assessment crisis contributed to the ousting of former County Executive Frank White Jr. in a special election. The Office of the Missouri State Auditor characterized the reassessment process as having "trampled on (property owner’s) rights."

Under the new constitutional requirement, residents are scheduled to elect an assessor during the 2028 general election.
