AI Hyperscalers Shift Data Center Investments Outside United States
Google, Microsoft, and Amazon are diversifying data center investments into Europe and Saudi Arabia to avoid rising costs and regulatory hurdles in the United States.
Major AI hyperscalers are shifting significant data center investments overseas to bypass rising costs, regulatory hurdles, and public opposition within the United States. These companies are diversifying geographically to avoid domestic challenges including the removal of state tax incentives, permitting delays, and local resistance regarding energy and water consumption.
Google announced a EUR13 billion investment in Finland over the next two years for digital infrastructure, representing its largest investment in Europe. The company and its peers are increasingly drawn to Nordic countries due to cooler climates and access to lower-cost nuclear, hydro, and renewable energy resources.
Other industry leaders are pursuing similar international expansions. Microsoft is investing $30 billion in the United Kingdom through 2028 and will launch a data center region in Saudi Arabia this November. Simultaneously, Amazon has increased its data infrastructure investments in Spain to EUR33.7 billion.
