EU Proposes Massive Sanctions on Russian Military Complex

European Union ambassadors are reviewing a sanctions proposal from the European External Action Service targeting Russia's military-industrial complex. The plan seeks to add 827 entities and 744 individuals to asset-freeze and visa-ban blacklists, specifically targeting engineers and directors in missile systems, naval construction, and aerospace. This approach avoids broader sectoral sanctions to prevent disputes among member states. Foreign ministers may formally adopt the package on October 12 in Luxembourg.

While pursuing new measures, the European Union is struggling to renew its existing blacklist. The Government of Latvia has paused decisions on delisting oligarchs Alisher Usmanov and Mikheil Fridman to avoid political complications ahead of its October 3 general elections.

In separate diplomatic developments, European Commission President Ursula von der Leyen mentioned a potential associate membership for Canada, a concept that remains undefined and lacks formal adoption by EU capitals. Meanwhile, U.S. President Donald Trump and Ukrainian President Volodymyr Zelenskyy are expected to meet at the United Nations General Assembly in New York to discuss air defense aid for Ukraine.
