The Financial Stability Board released a report warning that financial sector regulators are struggling to oversee the rapid deployment of artificial intelligence tools. The G20 risk watchdog identifies systemic vulnerabilities stemming from a heavy reliance on a small group of third-party providers for specialized hardware, cloud infrastructure, and pre-trained generative AI models. This concentration could lead to herd-like behavior and increased market correlations, potentially amplifying market stress.

Additional risks include cyber vulnerabilities and an increased risk of fraud. The organization notes that monitoring efforts remain in the early stages due to high costs, limited data transparency, and a lack of standardized definitions. To mitigate these risks, the board recommends that policymakers combine direct and proxy indicators through surveys, vendor data, and supervisory engagement.

Parallel to these warnings, the Bank for International Settlements called for an urgent upgrade of capabilities among central banks and supervisory authorities to better observe and utilize AI technology. In response to these emerging threats, some jurisdictions have already moved toward regulation, such as the European Union with its Digital Operational Resilience Act, which took effect in January.
