North American Municipalities Enact Data Center Moratoriums Over Resource Concerns

Municipalities across North America are implementing moratoriums on AI data center development to address concerns over water consumption, energy grid strain, and noise pollution. In Hamilton, Ontario, the Hamilton City Council voted 9-0 on June 16 to advance an interim control bylaw that would pause construction for up to 12 months. This move follows public protests against the Steelport project, a proposed digital hub by Slate Asset Management. While the motion now awaits full council ratification, it aligns with a broader trend of infrastructure pushback, including a project rejection by Premier Wab Kinew in Winnipeg.

In the United States, a similar wave of restrictions has emerged. Stronach Township and Hayes Township in Michigan have approved moratoriums, while Lee County, Iowa, and the city of Superior, Wisconsin, both passed one-year pauses. In North Carolina, the Town of Holly Springs and the city of Asheville are taking similar steps. Meanwhile, Onondaga County, New York, has launched a $500,000 study to establish best practices for data center design and water reclamation, as state lawmakers consider a broader one-year permit moratorium.

Local officials argue these pauses are necessary to update zoning laws and protect community resources. Conversely, industry representatives and some federal leaders warn that such restrictions risk blocking critical economic investments and hindering national AI sovereignty. In Nebraska, the push for updated regulations is further accelerated by a state "shot-clock" bill that mandates strict timelines for permit approvals.
