Manoj Sinha Orders High-Impact Anti-Terror Operations After Kulgam Attack

Lieutenant Governor Manoj Sinha chaired a high-level security review meeting in Srinagar on August 1, 2026, following a terror attack in Kellam village, Kulgam district. The assault killed two migrant laborers from Chhattisgarh, identified as Deepak Rattray and Bopinder.

Sinha directed security agencies to intensify precise, high-impact anti-terror operations and ordered a review of Standard Operating Procedures to protect non-local workers. These new mandates include requirements for worker insurance and police registration. The meeting also focused on strengthening security for the ongoing Amarnath Yatra.

Chief Minister Omar Abdullah condemned the attack and announced ex gratia relief of Rs 10 lakh for the families of the victims. Meanwhile, the Bharatiya Janata Party accused the Government of Pakistan of sponsoring the terrorism to disrupt the economic progress and stability of the region.
