SEPTA Unveils Accelerate Plan to Modernize Philadelphia Transit

The Southeastern Pennsylvania Transportation Authority launched the Accelerate plan to modernize rail and bus services while lobbying state lawmakers for dedicated funding to close a $193 million deficit.

The Southeastern Pennsylvania Transportation Authority unveiled its Accelerate plan on September 22, a decade-long vision to transform Greater Philadelphia's mass transit into a best-in-class system. The initiative focuses on increasing service frequency and accessibility, specifically targeting the modernization of stations, tracks, and vehicles to move away from what leadership describes as managed decline.

Key infrastructure goals include purchasing 230 new Silverliner VI Regional Rail cars to enable 15-minute service at nearly half of the system's 150 stations, 200 new subway cars for the Market-Frankford Line starting in 2029, and 130 new low-floor trolleys. The agency also intends to expand frequent bus routes from eight to 29 and ensure 100% of trips occur through accessible stations, noting that only 30% of Regional Rail stations are currently fully accessible.

Despite the ambition, the 35-page outline lacks a consolidated cost breakdown or a definitive completion timetable. The agency is currently facing a budget deficit of approximately $192 million to $193 million and has been utilizing capital fund transfers to maintain operations. SEPTA leadership is using the Accelerate plan to lobby state lawmakers in Harrisburg for dedicated, stable funding to end years of partisan budget disputes and secure the investment necessary to execute the totality of the plan.
