Nepal Creates Environment Diplomacy Division After Deadly Floods

The Ministry of Foreign Affairs of Nepal has established a dedicated Environment Diplomacy Division to institutionalize the country's climate efforts and strengthen diplomatic initiatives. The administrative move follows catastrophic flooding and a mudslide on August 26, which the National Disaster Risk Reduction and Management Authority reports left 1,411 people dead and 5,875 missing as of September 19, 2026.

World Weather Attribution linked the disaster to human-caused global warming, stating that warming and permafrost degradation likely weakened the source rock wall and destabilized a Himalayan slope. Foreign Minister Shishir Khanal stated that climate diplomacy must move beyond mere participation in international events, such as the Conference of the Parties, to a more coordinated institutional mechanism that advances Nepal's specific priorities.

The new division is tasked with coordinating with national agencies to address the country's growing vulnerability to climate-induced disasters. This restructuring precedes the 81st Session of the United Nations General Assembly in New York, where Prime Minister Balendra Shah is scheduled to address the General Debate on September 24 to raise the issue of climate change and its impacts on vulnerable nations.
