Election Commission Orders Official Transfers in Five Indian States

The Election Commission of India ordered five states to transfer election officials to ensure impartiality ahead of the 2027 Assembly elections.

The Election Commission of India has ordered the governments of Goa, Manipur, Punjab, Uttar Pradesh, and Uttarakhand to transfer election-related officials to ensure impartiality and transparency ahead of the 2027 Assembly elections. The directive targets officers posted in their home districts or those who have served in a single district for three years within the last four years.

This mandate applies to a broad range of personnel, including district election officers, returning officers, magistrates, and police officials ranging from sub-inspectors to range additional directors general. Excise and transport officers are also included, while non-election staff and those based at state headquarters are exempt. The commission is utilizing its authority under the Representation of the People Act, 1950, which allows elections to be held up to six months before assembly terms expire.

To further prevent undue influence, the commission barred officials with pending criminal cases or past disciplinary lapses from election duties. Officers must also submit declarations confirming they are not close relatives of any contesting candidates. Tenure calculations use a cut-off date of March 31, 2027, for most states and May 31, 2027, for Uttar Pradesh. Chief secretaries and directors general of police are required to submit compliance reports by November 30, 2026.
